First Minister Shakaar Edon; Leader of the Bajoran resistance cell that bore his name during the Cardassian occupation of Bajor. Following the Cardassian withdrawal in 2369, Shakaar settled on a farm in his home province of Dahkur. Unfortunately, the farmland had been poisoned by departing Cardassian forces, and could not grow crops without treatment by soil reclamators. These reclamators were made available by the Bajoran government in 2371, but before they could be used, acting First Minister Winn ordered the machines returned. When Shakaar and his neighbors refused to cooperate, Winn's political inexperience led her to escalate the incident to the brink of armed conflict. Popular support for Shakaar's position subsequently led him to be elected Bajoran First Minister, a significant setback for Winn's political ambitions. He faced very little opposition. "Shakaar".

As First Minister, Shakaar visited Deep Space 9 in early 2372 for talks with the Federation. During his visit he became romantically involved with Kira Nerys, his longtime friend and resistance comrade during the occupation of Bajor. "Crossfire".

Shortly thereafter, Shakaar asked Kira to participate in a diplomatic conference on Korma. He wined and dined her in Jalanda city in order to persuade her to accept the difficult task. "Return to Grace".

Shakaar was present on Deep Space 9 in 2373 when Nerys gave birth to Kirayoshi O'Brien. "The Begotten".

Before the Cardassian occupation, Shakaar's family was part of the farming D'jarra. "Accession".

Shakaar's relationship with Kira ended in 2373 after his visit to the Kenda shrine on Bajor revealed that they were not meant to walk the same path. "Children of Time".
