Agent Luther Sloan; Highly placed operative in Section 31, the covert operations department of Starfleet Intelligence. In 2374, Sloan led a team of agents of Section 31 that set up an elaborate holographic simulation designed to determine Julian Bashir's loyalty to Starfleet. Sloan was impressed by Bashir and invited him to become an agent for Section 31. "Inquisition". Sloan was instrumental in the development and use of a genocidal disease virus intended to wipe out the Founders of the Dominion. "Went it Rains...". Luther Sloan committed suicide in late 2373, unsuccessful attempting to prevent Julian Bashir from forcibly extracting technical information about the virus from Sloan's brain. "Extreme Measures".

Sloan also appeared in "Inter Arma Enim Silent Leges".
